Greene County candidate Fenstermaker releases contract with voters

County Presiding Commissioner Candidate Jerry Fenstermaker released today a “Contract with the Voters of Greene County” that will ensure county government is accountable and transparent to taxpayers, will help grow the local economy and will be more efficient with the tax dollars it receives.

Fenstermaker, a proven senior financial executive with over 40 years experience, believes accountability should start with him. “I may be new to politics but not to management, finance or job creation,” Fenstermaker said. “My 10-point contract with voters, The Ten Measures of Success, will ensure county government is accountable and transparent to taxpayers. I want every voter to know specifically what I will do if elected. I will post this contract in my office, online and keep it with me until each point of the plan is fulfilled.”

Doing what makes sense to the voters and taxpayers every day

1. REMOVE IMPEDIMENTS TO CREATING JOBS

Develop and promote a County Economic Development Plan that focuses on helping existing businesses grow and expand. Combine the assets of the County with the Cities within the County to create a more effective program.

2. INCREASED TRANSPARENCY

Require expenditures of taxpayer dollars to be available on-line for taxpayer inspection including amounts proposed and who received taxpayer dollars.

3. GREATER COOPERATION


Build strong communications with each political subdivision of the County and develop a sharing of resources attitude to eliminate waste, and save money.

4. END THE DIVERSION OF TAXPAYER DOLLARS

Institute an immediate and independent citizens’ review of taxes designated for Law Enforcement to ensure all funds are being directed to keep our families and communities safe.

5. GREATER ACCOUNTABILITY AND BETTER MANAGEMENT


Internally evaluate and analyze each County operation and staff department to be certain that budget levels and service standards are realistic and attainable. Identify and eliminate waste, fraud and abuse of taxpayer dollars.

6. PROTECT INDIVIDUAL PROPERTY RIGHTS

Oppose Greene County government from forcibly seizing private property for the sole purpose of increasing tax revenue.

7. CONDUCT INDEPENDENT PERFORMANCE AUDITS

Require performance audit of the county measuring the efficiency and effectiveness of all of its major programs and departments.

8. OPTIMIZE DEBT AND IMPROVE THE FINANCIAL CONDITION OF THE COUNTY

Liquidate excess property quickly and use funds to add to Reserves. Increase the county’s financial reserve requirements for a rainy day.

9. SAFER COMMUNITIES

Build stronger cooperation between the County Commission and Sheriff to improve long-term planning that ensures a well-trained and well equipped force of first responders.

10. SAFER ROADS, BETTER MAINTANENCE AND FOCUSED CAPITAL PROJECTS

Focus on improvements to eliminate dangerous road or intersections. Eliminate potholes through better and improved maintenance of our existing roads.
