A special ordinance amending the General Fund budget of the City of Springfield, Missouri, for Fiscal Year 2016-2017, by re-appropriating a portion of Fiscal Year 2016-2017, salary savings funds in the amount of $655,000.00 to address critical budget requests.

A general ordinance amending Chapter 2, Section 2-92 of the Springfield City Code, known as the Salary Ordinance relating to salary grades for various job titles within the City service as contained in the Professional, Administrative and Technical Schedule, the Crafts, Trade and Labor Schedule, the Fire Protection Schedule, and the Law Enforcement Schedule by making provision for eighteen new job titles and deleting eight existing job titles within the Professional, Administrative and Technical schedule; by providing pay adjustments for employees in the Professional, Administrative and Technical and Crafts, Trade and Labor pay schedules, as well as for certain non-union Salary Grades in the Fire Protection and Law Enforcement pay schedules; by approving a Memorandum of Understanding between the City and the City Manager; and by declaring an emergency.

A special ordinance authorizing the City Manager, or his designee, to enter into an agreement with the Springfield Convention and Visitors Bureau, Inc., that authorizes the Fiscal Year 2017-2018 budget in the amount of $3,607,525 and marketing plan to promote travel and tourism within Springfield.

A resolution initiating an amendment to Chapter 36 of the Springfield, Missouri, City Code known as the ‘Land Development Code,’ Article III ‘Zoning Regulations,’ with respect to zoning and density in the Rountree Urban Conservation District and to delay the acceptance and processing of applications for rezoning and lot combinations for a period of Two Hundred Seventy (270) days from the date of passage of this Resolution; to allow time to seek input from the neighborhood and to present a report to City Council regarding appropriate changes to be made to the Rountree Area Neighborhood Plan and Rountree Urban Conservation District to deal with development issues. A special ordinance authorizing the City Manager, or his designee, to accept a grant from the Missouri Department of Health and Senior Services, federally funded by a Preventive Health and Health Services Block Grant, to support the activities of the Healthy Eating and Active Living in Local Communities Program; and amending the budget of the Springfield-Greene County Health Department for Fiscal Year 2016-2017 in the amount of $79,000.00 to appropriate the grant funds.

A special ordinance authorizing the City Manager, or his designee, to accept infrastructure grant funds in the amount of $30,000 from the Missouri Foundation for Health, with the purpose of supplementing the Springfield-Greene County Health Department’s budget, allowing for the purchase of specific categories of infrastructure items and; to enter into necessary agreements to carry out the grant; and amending the budget of the Springfield-Greene County Health Department for Fiscal Year 2017-2018 in the amount of $30,000.
