Springfield man pleads guilty to sexually abusing child, taking photos of victim, agrees to 30-year sentence

A Springfield, Mo., man has pleaded guilty in federal court to sexually abusing a child and taking sexually explicit photographs of his victim.

Anthony Cotter, 30, pleaded guilty before U.S. Magistrate Judge David P. Rush on Monday, June 18, 2018, to the sexual exploitation of children.

By pleading guilty, Cotter admitted that he received and distributed child pornography over the Internet. Cotter also admitted that he had a substantial amount of child pornography on his computer and cell phone.

Cotter told investigators he had been sexually abusing a minor female, identified in court documents as Jane Doe #1, and taking sexually explicit photographs of Jane Doe #1. Depictions of Cotter sexually abusing the child victim were recovered from his digital storage devices.

Under the terms of the plea agreement, Cotter will be sentenced to 30 years in federal prison without parole. A sentencing hearing will be scheduled after the completion of a presentence investigation by the United States Probation Office.

This case is being prosecuted by Assistant U.S. Attorney James J. Kelleher. It was investigated by Immigration and Customs Enforcement's (ICE) Homeland Security Investigations (HSI) and the Southwest Missouri Cybercrimes Task Force.

Mt. Vernon Street and Miller road improvements to begin next week

Public Works has authorized APAC-Central, Inc. to begin construction on intersection and roadway improvements at Mt. Vernon Street and Miller Avenue beginning Monday, June 25 and lasting through mid-August.

This improvement project consists of the construction of a westbound left-turn lane and a northbound right lane at the intersection of Mount Vernon Street and Miller Avenue. The project also includes the addition of two southbound left-turn lanes and a northbound right-turn lane at the school entrances on Miller Avenue.

The public should expect various street closures throughout construction. Drivers are advised to seek an alternate route and watch for closure details on roadside message boards and posted to the City's website and social media channels.

This project is being funded through a cost-share agreement with the Willard R-2 School District. The City's portion of the project total is approximately $89,000 and will be funded through the 1/8-cent Transportation Sales Tax cost share program.

Scenic Avenue sidewalk project to begin June 25

Public Works has authorized Woody’s Express Trucking, LLC to begin construction on the Scenic Avenue Sidewalk project beginning Monday, June 25. The project is expected to be complete by the end of August.

The Scenic Avenue Sidewalk Project consists of constructing a shared pedestrian/bicycle path along Scenic Avenue from Battlefield Road to Nathanael Greene Memorial Park. New sidewalk will be continued north along Scenic Avenue to connect with existing sidewalk. This project will complete a pedestrian connection from Battlefield Road to Sunshine Street and provide a bicycle connection from on-street bike lanes on Battlefield Road to the South Creek Greenway Trail at Nathanael Greene/Close Memorial Park.

The project will involve closures at various times. Drivers are asked to use caution when driving through the construction project, and use alternate roadways when possible.

Funding is being split between Zone 3 Pothole Funds and the 1/8-cent Transportation Sales Tax Alternative Transportation Program.

Springfield sewer rate increase to take effect July 1

Residents on City sewer service will see a planned rate increase beginning July 1, in order to continue improving the City’s aging sewer system and to remain in compliance with federal Clean Water Act regulations. The City of Springfield contracts with City Utilities for sanitary sewer services billing, so customers will notice this change on their August CU bills.

Sewer rates are based on water consumption calculated by averaging water usage for January, February and March, to avoid summer irrigation, car washing, filling up pools, etc. This is because the majority of residents’ water goes down drains and toilets and ends up in the wastewater system. Springfield Cleanwater Services charges a minimum customer charge and an additional rate for each 100 cubic feet (CCF) of water used. One CCF equals 748 gallons.

An average residential customer uses 6 CCF and currently receives a bill for $30.64 per month. Following the July 1, 2018 effective date, a residential user with 6 CCF use will receive a bill for $32.36.

The 2018 increase is the second in a series of increases approved by City Council in November 2016. This rate structure will last through 2020 and is consistent with the recommendations of a community stakeholder group appointed to consider changes to Springfield’s wastewater system, including rates.

Off-duty Greene County Sheriff's Office sergeant saves child at Springfield Cardinals game

Sgt. Stephen Stoneking was working off duty at the Springfield Cardinals game Thursday evening. He was standing outside the number two gate near the crosswalk before the gates opened. 

Tonight was a giveaway night and the lines were long. Sgt. Stoneking observed a small male child of the age of 2 or 3 run away from his mother towards the crosswalk. 

Sgt. Stoneking leaped into action and entered the crosswalk into moving traffic. He grabbed the child and snatched him up, turning his own body to take the blunt of being hit by a full-size pickup that could in no way have seen the child. 

Luckily, the truck stopped in time and no one was struck. There is no doubt if Sgt. Stoneking had not acted as quickly as he did the child would have been struck by the pickup truck.

Amazing job Sgt. Stoneking and thank you for reacting quickly which saved this child’s life.
