Springfield Police release surveillance video of Zan nightclub brawl
Springfield Police today released surveillance video from the April 27 brawl at Zan nightclub, which resulted in three arrests and had police summoning as much backup help as they could get when they were advanced on by an unruly crowd, according to initial reports. The police released video from three angles.
Highest value of private development occurring in downtown Springfield

While private development projects continue to spring up across the city, over the last year, downtown Springfield has seen the most private commercial and multi-family residential activity, according to the City's Economic Development department. Economic Development Director Mary Lilly Smith said she was pleasantly surprised when the numbers seen on the attached "heat map" revealed that Springfield's urban core had the highest density of private-development projects from Jan. 1, 2013 through March 31, 2014.
"I think that anecdotally, Springfieldians see the south side as where the most private development takes place in our city," Smith said. "But in our department, we knew there has been a lot of activity in downtown Springfield for awhile. We looked at all projects – from January 2013 until the end of March of this year – that were issued building permits, projects with estimated permit fees (the preliminary step to issuance of a building permit), and projects with an inferred project cost of $100,000 or more. What we came up with is that right now, the highest level of private commercial and multi-family development is occurring in downtown Springfield."
Groundbreaking scheduled for Birthplace of 66 Roadside Park

Nearly 90 years after "U.S. 66" was proposed as the name for the new Chicago-to-Los Angeles highway at Springfield's Colonial Hotel, City officials will break ground for a roadside park celebrating Springfield as the birthplace of the Mother Road. The groundbreaking will take place at 10 a.m., May 22 at the park's future site on West College Street, between Fort and Broadway avenues. Parking will be available on site and on the streets adjacent to the site.
Route 66 meandered across Springfield from Kearney to Glenstone to St. Louis Street, through Park Central Square to College Street, then headed west along what is now Chestnut Expressway.
Plans for the Birthplace of Route 66 Roadside Park include incorporating memories of local Route 66 landmarks, sculptures, a filling station replica, a motor court sign replica and a history plaza. The first phase of the park will be complete by August and will include the replica of the Red’s Giant Hamburg sign; park driveway and parallel parking; and landscaping and sidewalk improvements along College Street.
The estimated cost for the Birthplace of Route 66 Roadside Park is about $1 million, according to Director of Planning Ralph Rognstad.
While the City will provide funding to implement certain infrastructure improvements along the College Street stretch of Historic Route 66 between Grant Avenue and Kansas Expressway, it must leverage its investment in the project with private donations and other sources of funding. A larger plan to revitalize Historic Route 66 through other parts of Springfield could roll out in phases, as the City gauges interest and potential funding. The City raised more than $15,000 to build a replica of the Red's Giant Hamburg sign through local crowd funding company Crowdit.com.
"We hope to make Springfield THE stop along the famed, historic byway," says City Manager Greg Burris.

Jury convicts Lebanon man who rammed pawn shop with his car of firearms violation

Tammy Dickinson, United States Attorney for the Western District of Missouri, announced that a Lebanon, Mo., man was convicted in federal court today for illegally possessing a firearm and attempting to acquire a firearm.
James Roy Jacoby, 31, of Lebanon, was found guilty of both counts of a May 8, 2011, federal indictment that charges him with being a felon in possession of a firearm and with making false statements in an attempt to acquire a firearm.
On Jan. 15, 2013, Jacoby took out a $50 pawn broker loan at Rawhide Gun and Pawn, 321 W. Commercial, in Lebanon. Jacoby gave a Remington 16-gauge shotgun as collateral. The shotgun belonged to Jacoby’s mother.
On Feb. 1, 2013, Jacoby returned to Rawhide Gun and Pawn to redeem his pawn ticket and retrieve the shotgun. Jacoby completed ATF Form 4473 (Firearms Transaction Record Part I – Over-the-Counter). On the form, Jacoby falsely answered “No” to the question about whether he had a felony conviction: “Have you ever been convicted in any court of a felony, or any other crime, for which the judge could have imprisoned you for more than one year, even if you received a shorter sentence including probation?”
After Jacoby paid $60 to a store employee to repay the loan, the employee informed Jacoby that the National Instant Criminal Background Check System (NICS) showed that he was a felon, and that his request for the return of the shotgun was being denied. The employee also refused to return Jacoby’s loan payment, and said the store would not release the shotgun to another person.
Jacoby then turned over a glass display case, and the employee ordered him to leave the pawn shop. Jacoby exited the shop and got into his car. Jacoby twice rammed the store with his car, striking the employee, a store patron, and another vehicle. Jacoby’s car became disabled, and he fled on foot.
Jacoby was subsequently subdued by Lebanon police officers after a struggle in which he struck an officer. Jacoby was charged in state court with assault, armed criminal action and property damage, and held on a $100,000 bond.
It is illegal for anyone who has been convicted of a felony to be in possession of any firearm or ammunition. Jacoby has two prior felony convictions for assault and prior felony convictions for assaulting a law enforcement officer and resisting arrest.
Under federal statutes, Jacoby is subject to a mandatory minimum sentence of 15 years in federal prison without parole. Jacoby will be sentenced as a career criminal due to his prior felony convictions. A sentencing hearing will be scheduled after the completion of a presentence investigation by the United States Probation Office.
Following the presentation of evidence, the jury in the U.S. District Court in Kansas City, Mo., deliberated for about an hour before returning the guilty verdict to U.S. District Judge Beth Phillips, ending a trial that began Monday, May 12, 2014.
This case is being prosecuted by Assistant U.S. Attorney Gary Milligan. It was investigated by the Bureau of Alcohol, Tobacco, Firearms and Explosives and the Lebanon, Mo., Police Department.

Suspect killed by Springfield Police officers identified

The female suspect who died yesterday at 5431 W. Sunshine during an officer-involved shooting has been identified as Tracy Liniger, 50, of Springfield. Next of kin has been notified, and an autopsy will be conducted tomorrow.
Two males called 911 after being reportedly shot at by Liniger. When officers arrived, Liniger went inside the storage facility office and refused to exit. Upon exiting, she brandished her weapon and pointed it at officers. Officers Jason Bohannon and Marc Stevens of the SPD and Deputy Justin Adamson and Sergeant Robert Pounds of the GCSO fired at the female.
Bohannon and Stevens have been with the SPD for 11 and 13 years, respectively. Adamson has served with the GCSO for three years and had 11 years of law enforcement experience prior to that. Pounds is a 21-year veteran of the GCSO. All four are on paid administrative leave for the duration of the investigations.
