Grand/Kimbrough intersection improvements begin Monday

A construction project to improve the traffic signal, roadway, stormwater system, utility and accessibility at the intersection of Grand Street and Kimbrough Avenue will begin Monday, June 2.
The $658,765 construction project consists of ADA, stormwater, utility, and roadway improvement, including a southbound right turn lane. Hartman & Company is the contractor for the project, which is funded from the 1/8-Cent Transportation Sales Tax for turn lane improvements. The entire project is scheduled to be complete in 140 calendar days, with the intersection required to be complete no later than Aug. 18.
Public Works will begin flashing the intersection's traffic signal red in all directions beginning Monday, June 2. The all-red condition will be supplemented and ultimately replaced with "all-way" stop signs by Friday, June 6. This operations change is required for traffic signal reconstruction component of the project.

Reed's Spring man sentenced for tax fraud

Tammy Dickinson, United States Attorney for the Western District of Missouri, announced that a Reed Springs, Mo., man was sentenced in federal court today for making more than $124,000 in fraudulent tax refund claims.

Michael R. Jett, 48, of Reed Springs, was sentenced by U.S. District Judge Beth Phillips to two years in federal prison without parole.

On Dec. 16, 2013, Jett pleaded guilty to making a false claim against the government. Jett admitted that he filed 22 false or fraudulent tax returns in order to obtain larger tax refunds between January 2009 and January 2012. Jett prepared tax returns for himself, his family and for other individuals using fraudulent W-2 forms issued by companies under his control, including Air1Assault, Creative Designs, Southwest Missouri Home Products and Corvette Specialist. Using the fraudulent W-2 forms, Jett prepared tax returns requesting tax refunds in amounts larger than actually owed. Those refunds were electronically deposited in bank accounts in his name, or the names of family members.

Jett requested a total of $124,493 in refunds on those 22 tax returns, which actually qualified for only $19,137 in legitimate refunds. The total loss for the scheme was $105,356.

This case was prosecuted by Assistant U.S. Attorney Gary Milligan. It was investigated by IRS-Criminal Investigation.

Spring Bring Bellringing event raises $10,194

The Salvation Army wishes to sincerely thank the City of Springfield, the local businesses and organizations and the many volunteers who supported those in need by supporting the Springfield Spring Ring Bellringing Event. The week-long event raised a total of $10,194. The Salvation Army will use these funds to continue to provide vitally-needed emergency shelter to those in need here in the Springfield community.
“We are tremendously grateful to the entire local community for coming together to support our organization, but most importantly for coming together to support our neighbors who need help the most,” Major Norman Grainger, Springfield Corps Officer, said. “This was truly a shining example of Springfield helping Springfield.”
Each year, The Salvation Army provides an Extreme Emergency Cold Weather Shelter for those in our local community who need a safe, warm place to stay. And each year the City of Springfield budgets $10,000 for The Salvation Army to cover expenses associated with operating this vital community service. But this past winter was different, and The Salvation Army not only provided shelter to an unprecedented 509 individuals, but it did so at an unprecedented cost of almost $30,000 – nearly triple the average yearly cost.
“It is only with continued community support that The Salvation Army, and other local social service nonprofits, are able to provide much-needed assistance programs and services,” Grainger said.
The ‘Spring Ring’ event kicked off earlier this month with pop-up musical performances around the City. One featured high school senior Luke Cooksey playing a baby grand piano on Park Central East, and another featured a bluegrass flash mob of 26 members of the Ozarks Regional Bluegrass Society, who played inside Bass Pro Shops Outdoor World. The Missouri State University Jazz Band, as well as several other local musicians – including Springfield City Manager, Greg Burris’ band Roots & Fifths – also stepped up to help.
“The Salvation Army provides a vital service to our community and we appreciated the huge community support for this urgent fundraiser. We are fortunate to have great musicians in this community who were willing to dedicate their time and talent to this great cause – and provide it on short notice. I'm also grateful to organizations that responded to our plea for help, by mobilizing employees to help by ringing bells,” said City Manager Greg Burris of his band’s efforts, which also resulted in a $1,000 direct donation from Bass Pro Shops.

Springfield police lieutenants graduate from Command College

Two lieutenants from the Springfield Police Department were honored as part of the Missouri Police Chiefs Charitable Foundation (MPCCF) Command College Class IV. Lieutenants Kevin Grizzell and Robert Pitts graduated from MPCCF's Command College during commencement exercises held Saturday in the Missouri State Capitol's first floor rotunda.
The Command College training provides leaders in Missouri law enforcement the opportunity to receive advanced command level training, consisting of over 300 hours of Peace Officer Standards and Training continuing education, over the course of the year.
The MPCCF is a not-for-profit corporation formed in 1996 to provide assistance and service to citizens and law enforcement. Their mission is two-fold: to promote the safety of Missouri's youth through educational programs and to advance the quality and professionalism of law enforcement by supporting higher standards and offering advanced officer training. The MPCCF is recognized and licensed by the State of Missouri as an approved provider of law enforcement continuing education.

Springfield Police to participate in Law Enforcement Torch Run

Springfield Police Department personnel will be participating in the statewide Law Enforcement Torch Run® (LETR) for Special Olympics Missouri on May 28. They will be running in a "local leg" for the southwest Missouri region which will begin at approximately 9: 30 a.m. on Highway 60, just east of James River Freeway. SPD members will begin their leg just as members of the Republic Police Department finish their local leg of the run where the two city limits meet. SPD employees will then run the following route through Springfield.
ROUTE: Start near the southwest city limit on U.S. 60 (Sunshine) just east of James River Freeway, and proceed east to West Bypass. Travel north on West Bypass to Chestnut Expressway. Proceed east on Chestnut Expressway to Ingram Mill, just west of U.S. 65. Turn to go south on Ingram Mill, and end behind 3250 E. Chestnut Expressway.

2,522 Hepatitis A vaccines given in Springfield during past week

Two-thousand, five-hundred and twenty-two Hepatitis A vaccines have been administered in the past week as a result of efforts between the Springfield-Greene County Health Department, Mercy Springfield and CoxHealth.
After the Health Department was notified May 20 of an individual working at a local restaurant who had tested positive for Hepatitis A, department leadership decided to alert the public out of an abundance of caution.
Partners with Mercy Springfield and CoxHealth immediately stepped to the plate, offering to hold vaccination clinics over the long Memorial Day Weekend.
Together, the health systems gave 488 shots over three days. Staff at the Health Department’s Westside Public Health Center gave 23 shots this morning, on top of the 2,011 given last Thursday and Friday.
Together, 2,522 vaccines were administered from Thursday, May 22 through today, Tuesday, May 27.
Anyone still needing to be vaccinated can set up an appointment at our Westside Public Health Center at 660 S. Scenic Avenue by calling (417) 874-1220. We will also have a walk-in clinic from 1:30 p.m. to 3:30 p.m. Wednesday, May 28.
The last day for the vaccine to be effective to prevent Hepatitis A from this situation is Friday, May 30.

Ozark driver ends up in creek; now she's up the creek

An Ozark woman has been charged with driving while intoxicated as a prior offender following an accident 11:45 p.m. Sunday on Route W, six miles north of Marshfield in which her car ended up in a creek.

According to the Highway Patrol report, a 1998 Ford Expedition driven by Andrea L. Bench, 32, Ozark, crossed the center line on a curve, traveled off the roadway, struck a bridge, and landed in a creek.

Bench was taken to Cox South Hospital with moderate injuries.

In addition to DWI, Bench was cited for leaving the scene of an accident, failure to register motor vehicle, no insurance, and careless and imprudent driving.

Springfield man killed in one-vehicle accident near Willard

A Springfield man was killed in a one-vehicle accident 1:07 p.m. today at Highway 160, four miles west of Willard.

According to the Highway Patrol, a 2004 Chevrolet Silverado pickup driven by Jeffrey D. Walls, 48, Springfield, traveled off the road, struck a fence and a tree. Walls was pronounced dead at the scene by Greene County Medical Examiner David Brown.

The fatality was the 38th for Troop D in 2014.

Plans for Route 60 to be discussed at May 29 meeting in Neosho

Focus of Public Meeting May 29 in Neosho
 
Neosho - The public is invited to attend a May 29 meeting to view plans for building outer roads and improving several intersections along Route 60 in Neosho, the Missouri Department of Transportation said.
The come-and-go style meeting will be held in the Lampo Community Center at 500 E. Spring Street in Neosho from 5 to 7 p.m. on Thursday, May 29.  There will be no formal presentation. 
Those unable to attend the public meeting can view the information via an online public meeting which can be accessed by visiting the MoDOT Southwest District website atwww.modot.org/southwest.  The online public meeting will not be available until the afternoon of May 29.
The project includes building outer roads north and south of Route 60 in Neosho, building a new intersection on Route 60 east of Kodiak Road along with making improvements to several other Route 60 intersections in Neosho.
Those attending the May 29 meeting will be able to view plans and talk with MoDOT representatives. 
People who attend the in-person public meeting and the online meeting are encouraged to submit comments about the proposal.
The project is scheduled to be built in the spring 2015. 
The $6.9 million project is a partnership between the Neosho Transportation Development District and MoDOT.

Route P bridge in Barton County to be closed week of May 26

Barton County - The Route P bridge over Nicholson Creek in Barton County near Liberal will be CLOSED beginning the week of May 26, the Missouri Department of Transportation said.

The bridge will close to have its deck replaced.

Signs and message boards will alert drivers to the work zones. Route P will be closed between the Missouri/Kansas state line and Barton County Route K. Motorists will need to find alternate routes around the closings for the duration of the project which is scheduled to be completed by August 15.

Springfield mayor proclaims National Public Works Week

Mayor Bob Stephens proclaimed May 18-24 as National Public Works Week in Springfield at a ceremony in his office at 11:30 a.m., Tuesday, May 20. In addition, other local activities will feature Public Works exhibits, displays and equipment demonstrations at local schools.

The theme for the 2014 National Public Works Week is "Building for today – planning for tomorrow," speaking to the pervasive effort of public works professionals and their projects, enhancing quality of life and providing the necessities of community to the citizens of the world.

Springfield Public Works and Environmental Services have a strong tradition of outstanding leadership and accomplishment throughout the department. For example, the American Public Works Association annually presents a Top Ten Public Works Leaders of the Year Award. Since the program began in 1960, there have been a total of 400 Top Ten Leaders recognized by APWA, including 14 individuals from Missouri. Of the Missouri recipients, four have been from Springfield. Springfield recently earned accreditation from the American Public Works Association – a distinction that fewer than 1 percent of communities in the country have attained.

The first National Public Works Week was instituted by the American Public Works Association (APWA) and observed in 1960. The observance is designed to bring about greater awareness and appreciation for the importance of Public Works services and programs in community life, and to enhance the prestige of professional engineers, administrators and staff serving in Public Works and Environmental Services positions, as well as arousing the interest of young people in pursuing careers in the field. Today, the nearly 29,000 members of APWA use the week to energize and educate the public on the importance of the contribution of public works to their daily lives.

Springfield's Public Works and Environmental Services Departments maintain more than 1,200 miles of sanitary sewers with 28,000 manholes, two waste-water treatment plants processing an average of 40 million gallons of sewage each day, 1,935 lane miles of streets, 138 traffic signals and 38,000 traffic and street signs, nearly 100 public buildings (nearly 1,200,000 square feet), and manages Springfield's solid waste management and recycling programs, including disposal and recycling of household chemicals through the Household Chemical Collection Center and operation of the Springfield Sanitary Landfill. Other services include Hazelwood Cemetery maintenance, fleet management (over 800 vehicles), urban forest management, maintenance of 70 City bridges and waterways, air quality control and environmental compliance activities as well as providing environmental/conservation public education programs and managing the 48" or 18.5 billion gallons of storm water that falls on Springfield in an average year.

"The activities of Public Works and Environmental Services touch our citizens' lives every day in many ways they may not even realize," says Jonathan Gano, co-interim director of Public Works. "The vital infrastructure, services, and programs that our employees provide 365 days a year range from where the water goes when you brush your teeth in the morning, to the sidewalks and streets you travel on," adds Kirk Juranas, co-interim director of Public Works. "The wide range of activities, from preservation of open space and floodplain management, and protecting the air we breathe, to important environmental services and education efforts are essential to protecting and enhancing Springfield's quality of life," adds Steve Meyer, director of Environmental Services.

Westport School-Park to be rededicated next week

The Springfield-Greene County Park Board, in partnership with Springfield Public Schools, will rededicate Westport School-Park Wednesday, May 28, at noon, at 3100 W. Mt. Vernon St.
The rededication includes ribbon-cutting ceremonies for the new Betty and Bobby Allison Westport School-Park Playground, adjacent to Westport School; and the new Hailey’s Playground, celebrating the life of Hailey Owens. Hailey was a 4th grader at Westport School.
The idea of Hailey’s Playground originated with Springfield businessman and philanthropist Bobby Allison, whose family has generously supported numerous Park Board facilities and programs for many years.
“Bobby is a donor with a very big heart, and he approached both the Park Board and Hailey’s family. All of us felt this would be very meaningful and appropriate,” said Bob Belote, Parks Director. “Parks are where our community goes to play, to relax, to reflect, and in some cases, to heal. We feel this playground is a real good fit, as Hailey’s family has shared with us how she loved going to Westport School and loved playing at the park.”
After the ceremony, the Park Board will host a community picnic at the new Westport Picnic Pavilion, as well as free games in the park and free swimming at Westport Pool.
Westport School-Park has undergone a two-year transformation, starting with the 2012 renovation of Westport Pool, a $608,000 project funded by the voter-approved 2006 Parks Sales Tax. Springfield Public Schools has since expanded Westport School. The school expansion displaced the school’s former playground, but through a partnership with the School-Park (SPARC) program, the playground was relocated onto Parks property.
The new Betty and Bobby Allison Westport School-Park Playground now serves Westport students when school is in session as well as the public when school is out. A significant donation by Betty and Bobby Allison covered both the cost of this playground and new equipment in Hailey’s Playground. Playground manufacturer GameTime also contributed, as part of an ongoing school playground demonstration project with Springfield Public Schools and the Park Board. Additional donations by the Allison family funded new signage in the park and allowed the Westport school track, also on Parks property, to be resurfaced with asphalt.
The Park Board has also built the new Westport Park Pavilion, as well as resurfaced and repainted the park’s basketball and tennis courts. These improvements, totaling $210,000, were funded by the 2006 Parks Sales Tax.
The May 28 schedule includes:

The 16-acre Westport Park was established in 1956, with the original Westport Pool added in 1977. Westport School is one of 21 school-park sites included in the SPARC program, a partnership between the Park Board and Springfield Public Schools. SPARC provides after-school, summer camp and youth sports programming at sites shared by schools and parks.

Health Department warms of potential Hepatitis A outbreak in Springfield/Greene County

The Springfield-Greene County Health Department is alerting the public about a potential local health threat and outlining plans in place for people affected.
The department has been notified of an individual recently diagnosed with Hepatitis A who had been working at a local restaurant while possibly contagious.
Hepatitis A is a viral infection of the liver that can result in sickness ranging from a mild illness lasting a few weeks to severe symptoms lasting several months.
This infection is easily transmitted from person to person in a food service environment.
We have been in contact with our healthcare partners to alert them to the situation and review proper vaccination protocols.
Out of an abundance of caution, the Health Department is recommending individuals who ate at the Red Robin restaurant at 3720 S. Glenstone Avenue from May 8 to May 16 to contact their healthcare provider.
While the Health Department considers this a significant health threat, an important thing to remember is that people are now commonly vaccinated for Hepatitis A.
For those not previously vaccinated, the Health Department has set up a vaccination clinic which will take place at Remington’s at 1655 W. Republic Road. While this clinic will be open to the public, the Health Department recommends individuals who are pregnant or have compromised immune systems visit their doctor for guidance.
Vaccinations will be provided starting May 22 at 11 am to 6 pm and will continue May 23 from 7 a.m. to noon.
Mercy will also offer vaccinations at the Smith Glenn Callaway Clinic at 3231 S. National on May 24-26 from noon to 4 p.m.
Symptoms of the illness include:
  • Fever
  • Fatigue
  • Loss of appetite
  • Nausea
  • Vomiting
  • Abdominal pain
  • Dark urine
  • Clay-colored bowel movements
  • Joint pain
  • Jaundice
The department has set up a hotline from people to call if they have questions. It is at 417-829-6200.

A giraffe was born at Dickerson Park Zoo at approximately 11:40 a.m. The mother, Gidget, is 21 years old; this is her 12th calf. Gidget gave birth in the zoo’s exhibit yard while curious zoo guests and watchful zoo staff observed.
The calf is yet unnamed, pending gender confirmation by the zoo’s animal care team, who will select a name for the calf. A photo album is posted onDickerson Park Zoo’s Facebook page.
Gidget was born at San Diego Zoo Safari Park in August 1992. She has been at Dickerson Park Zoo since fall 1993. This is the fifth calf sired by Peperuka, the zoo’s breeding male. Peperuka came to Dickerson Park Zoo in 2011. A giraffe’s gestation is between 14 and 15 months.
Guests can view Gidget and her calf in the exhibit yard along with giraffes Cheka, Emma and three juveniles (Pammy J, Caley and Mili). Caley is Gidget’s 18-month-old calf (sired by Peperuka), and Emma is Gidget’s 9-year-old daughter (sired by Stretch).

Southwest City man sentenced for illegally re-entering United States

Tammy Dickinson, United States Attorney for the Western District of Missouri, announced that a Mexican national was sentenced in federal court today for illegally reentering the United States after having been deported.

Isaac Elias Rodriguez-Nava, 27, a citizen of Mexico residing in Southwest City, Mo., was sentenced by U.S. District Judge Brian C. Wimes to four years and nine months in federal prison without parole.

Rodriguez-Nava, who pleaded guilty on Dec. 11, 2013, was arrested at the Tyson Foods plant in Noel, Mo., where he was employed. Rodriguez-Nava came to the attention of federal law enforcement after his fingerprints were taken at the Southwest City jail when he was arrested for driving without a valid license.

Rodriguez-Nava was deported from the United States on Jan. 5, 2012, after serving a prison sentence in Texas for aggravated robbery with a deadly weapon and possession of a controlled substance.

This case was prosecuted by Assistant U.S. Attorney Steven M. Mohlhenrich. It was investigated by U.S. Immigration and Customs Enforcement's (ICE) Enforcement and Removal Operations (ERO).

Springfield/Greene County outdoor pools to open Memorial Day weekend

The Springfield-Greene County Park Board's outdoor pools are open Memorial Day weekend, with pools reopening for summer season Saturday, May 31.

All six outdoor pools, including Fassnight, Grant Beach, McGee/McGregor Wading Pool, Meador, Silver Springs and Westport, open Saturday, May 24, and Sunday, May 25, from 1-6:30 p.m. Fassnight, Grant Beach and Meador pools are also open Memorial Day, Monday, May 26, 1-6:30 p.m. for Memorial Day Splash & Sizzle discount admission price.

Starting Saturday, May 31, outdoor pools are open for the season. Each pool is open six days a week, 1-6:30 p.m., through August 10 or 11 (depending on location.) Maintenance days are staggered Monday through Wednesday, and all outdoor pools are open Thursday through Sunday. View a schedule at parkboard.org/aquatics.

"We have at least five pools open every day of the week, including indoor facilities at Chesterfield and Doling Family Centers," said Marc Baker, Aquatics Coordinator for the Park Board. "All eight pools are open Thursdays through Sundays, so there are plenty of options to choose from."

McGee/McGregor Wading Pool, for children 6 and under, operates on a slightly different schedule: Tuesday- Saturday, 10 a.m.- 12 p.m. and 1-4 p.m.; and Sunday 1-4 p.m.

With funds from the voter-approved 2006 Parks Sales Tax, the Park Board completely renovated Fassnight (2009), Silver Springs (2010), Grant Beach (2011) and Westport (2012) outdoor pools, adding splash features, slides and other amenities. The former Doling Pool was replaced by the Doling Indoor Aquatics Facility in 2013. Attendance at each pool has more than doubled since renovations.

Daily outdoor pool admission is $2.50 /youth and seniors, $3/adults. Admission drops to $1, or a free with a canned food item donation, at 5:30 p.m. Discount coupon books and season passes are available.

Outdoor pool admission prices apply to the indoor aquatics facilities at Chesterfield and Doling Family Centers, 1-6:30 p.m. Monday through Thursday. Outside of these hours, indoor aquatics facilities admission is $6/youth and seniors, $8/adults, or $22/family.

Splash & Sizzle events return to select pools on Memorial Day, Independence Day and Labor Day, plus Friday and Saturday evenings in July, with all-day $1 admission, or free with a canned food item. Last year, Splash & Sizzle generated 11,877 lbs. of canned food items, which was donated to Ozarks Food Harvest.

Pavement sealing work planned for sections of Route 76

McDonald/Barry Counties - A pavement sealing project is planned for Route 76 between Rocky Comfort and Cassville starting Tuesday, May 27, the Missouri Department of Transportation said.

Drivers can expect traffic stops of up to 20 minutes where crews are working to apply rock and oil to Route 76 between McDonald County Route U west of Rocky Comfort and Route 37 in Cassville. The process is designed to seal cracks and preserve the pavement.

During the chip-seal operation and even for a while afterwards, loose gravel may be on the road. So drivers are urged to slow down in the work zone to keep from throwing rocks into the air that could crack windshields.

The work zone speed limit will be set at 35 mph.

Contractor crews expect the work to take three or four days to complete.

Once the Route 76 project is complete, crews will move to Route 86 between Barry County Route E/F near Eagle Rock and the Stone/Barry county line. This project is expected to take three or four days to complete.

Driving Delays


* Traffic may be stopped for up to 20 minutes where the work zone begins. A rock spreader being used in the chip-seal operation covers the entire width of the road. Using equipment that covers the full width of the pavement enables the work to go quicker than doing one lane at a time.

* One-lane traffic also is possible, because equipment will be on the road. Drivers should obey flaggers on either end of the work zone and follow a pilot vehicle that will lead vehicles through the work area.

* Drivers on side roads and driveways approaching the highway will have to stop and wait to follow a pilot vehicle before pulling onto or crossing the highway.

A chip-seal is planned for these roads as an economical way to maintain and preserve the pavement. The treatment keeps a road from deteriorating and extends its life.

Weather and/or construction delays will alter the work schedule.

Fair Grove teen killed in one-car accident

A Fair Grove teen was killed in a one-car accident 4:09 p.m. Friday on Farm Road 193, one mile west of Fair Grove.

According to the Highway Patrol, the accident occurred when a a 2005 Lincoln LS driven by Samuel D. Stafford, 16, traveling at a high rate of speed, ran off the roadway, overturned, and struck a tree.

Stafford was pronounced dead at the scene by Greene County Medical Examiner Tom Vandeberg.

The fatality was the 34th this year for Troop D.

Marshfield firefighter killed on duty among three to be honored this weekend

Fallen Missouri firefighters will be honored this weekend during two services at the Fire Fighters Memorial of Missouri in Kingdom City.

On Saturday, May 17, at 9 p.m., a candlelight vigil will be held for all Missouri firefighters who have died while serving their communities.

On Sunday, May 18, at 10:30 a.m., the names of three Missouri firefighters who died in the line of duty in 2013 will be added to the monument wall commemorating Missouri firefighters who made the ultimate sacrifice while protecting citizens of the state. Other Missouri firefighters who passed away during 2013 will also be remembered during the ceremonies.

"The firefighters of Missouri devote their lives to bravely answering each call for service – from a house fire down the block, to a multi-vehicle crash on the highway, to rescuing the wounded in the wake of a devastating storm, " Gov. Jay Nixon said. "We can never repay these selfless individuals who risk all to protect their neighbors. The three fallen firefighters we honor this year represent the very best of the fire service and of Missouri."

"Each May, the members of Missouri's fire service gather not only to remember and honor the heroes who died while serving, but also to embrace and comfort their surviving family members for the sacrifices they made through the years to support their fallen loved one," said Missouri Acting State Fire Marshal Greg Carrell. "The survivors will always be part of our extended fire service community."

The firefighters whose names will be added to the Fire Fighters Line of Duty Memorial Wall are:

· Asst. Chief Harold B. Hollingsworth, age 47, Fort Osage Fire Protection District, April 7, 2013. Asst. Chief Hollingsworth was responding to a house fire during a severe thunderstorm when his fire district vehicle left wet pavement and struck a fence and a tree in eastern Jackson County. He was a 16-year veteran of the Fort Osage Fire Protection District and had spent a total of 25 years in the fire service.




· Lt. Matthew D. Blankenship, age 38, Marshfield Fire Protection District/Fire Department, July 20, 2013. Lt. Blankenship sustained fatal injuries from a flashover of a fire in the basement of a two-story residential structure in Niangua. He died one week after sustaining burns over 75 percent of his body. He had been a member of the department for four years.




· Asst. Chief Joe Darr, age 62, Chillicothe Fire Department, Sept. 4, 2013.

Asst. Chief Darr died due to complications from a medical emergency he suffered while on duty on Aug. 17. He was a 34-year veteran of the Chillicothe Fire Department.

Both events will take place at the Fire Fighters Memorial of Missouri, which is located one block northwest of the I-70 & U.S. Highway 54 intersection (I-70 Exit 148) in Kingdom City, Mo. There are plans to build a firefighters museum on the site. Donations to the Firefighters Memorial Foundation and the Fire Fighters Association of Missouri can be made to support the memorial.

Intersection of 60 and Carnation Road in Aurora to be four-way stop next week

Aurora - The intersection of South Street (Bus. 60) and Carnation Road in Aurora will be converted to a four-way stop configuration the week of May 26, the Missouri Department of Transportation said.
Currently, only drivers traveling north or south on Carnation Road have stop signs at the intersection. At the request of the City of Aurora, a traffic study was done at the intersection. The amount of traffic and right angle crashes at the intersection prompted MoDOT to install the four-way configuration.
During the week of May 19, MoDOT crews will install bases for the new stop signs and paint new stop bars on the pavement.
Impact to traffic will be minimal with flaggers alerting motorists when paint crews are in lanes of traffic. Drivers can expect short delays while this work is being done. The work impacting traffic will be done during off-peak traffic hours.
Signs and electronic message boards will also be installed alerting drivers to the new four-way stop as they approach the intersection.

Construction to begin Monday on McDaniel Street streetscape

Starting on Monday, May 19, construction will begin for the McDaniel Street streetscape, between South Avenue and Jefferson Avenue and along Robberson Avenue, between Water Street and Pershing Street. During construction, work may require narrow lanes, temporary lane closures and temporary closures of Robberson Avenue. The contractor for this project (Hamilton and Dad, Inc.) will work to minimize the impact to the public, however, motorists should expect some delays and are encouraged to use alternate routes.
This project will continue the streetscape improvements on McDaniel Street as well as pedestrian enhancements on Robberson Avenue. The project will include the construction of sidewalks, lighting, and gas and water main relocations. Construction is expected to be complete by the end of November. The project is funded through the ¼-Cent Capital Improvement Sales Tax.

Springfield Police release surveillance video of Zan nightclub brawl

Springfield Police today released surveillance video from the April 27 brawl at Zan nightclub, which resulted in three arrests and had police summoning as much backup help as they could get when they were advanced on by an unruly crowd, according to initial reports. Highest value of private development occurring in downtown Springfield

While private development projects continue to spring up across the city, over the last year, downtown Springfield has seen the most private commercial and multi-family residential activity, according to the City's Economic Development department. Economic Development Director Mary Lilly Smith said she was pleasantly surprised when the numbers seen on the attached "heat map" revealed that Springfield's urban core had the highest density of private-development projects from Jan. 1, 2013 through March 31, 2014.
"I think that anecdotally, Springfieldians see the south side as where the most private development takes place in our city," Smith said. "But in our department, we knew there has been a lot of activity in downtown Springfield for awhile. We looked at all projects – from January 2013 until the end of March of this year – that were issued building permits, projects with estimated permit fees (the preliminary step to issuance of a building permit), and projects with an inferred project cost of $100,000 or more. What we came up with is that right now, the highest level of private commercial and multi-family development is occurring in downtown Springfield."

Groundbreaking scheduled for Birthplace of 66 Roadside Park

Nearly 90 years after "U.S. 66" was proposed as the name for the new Chicago-to-Los Angeles highway at Springfield's Colonial Hotel, City officials will break ground for a roadside park celebrating Springfield as the birthplace of the Mother Road. The groundbreaking will take place at 10 a.m., May 22 at the park's future site on West College Street, between Fort and Broadway avenues. Parking will be available on site and on the streets adjacent to the site.
Route 66 meandered across Springfield from Kearney to Glenstone to St. Louis Street, through Park Central Square to College Street, then headed west along what is now Chestnut Expressway.
Plans for the Birthplace of Route 66 Roadside Park include incorporating memories of local Route 66 landmarks, sculptures, a filling station replica, a motor court sign replica and a history plaza. The first phase of the park will be complete by August and will include the replica of the Red’s Giant Hamburg sign; park driveway and parallel parking; and landscaping and sidewalk improvements along College Street.
The estimated cost for the Birthplace of Route 66 Roadside Park is about $1 million, according to Director of Planning Ralph Rognstad.
While the City will provide funding to implement certain infrastructure improvements along the College Street stretch of Historic Route 66 between Grant Avenue and Kansas Expressway, it must leverage its investment in the project with private donations and other sources of funding. A larger plan to revitalize Historic Route 66 through other parts of Springfield could roll out in phases, as the City gauges interest and potential funding. The City raised more than $15,000 to build a replica of the Red's Giant Hamburg sign through local crowd funding company Crowdit.com.
"We hope to make Springfield THE stop along the famed, historic byway," says City Manager Greg Burris.

Jury convicts Lebanon man who rammed pawn shop with his car of firearms violation

Tammy Dickinson, United States Attorney for the Western District of Missouri, announced that a Lebanon, Mo., man was convicted in federal court today for illegally possessing a firearm and attempting to acquire a firearm.

James Roy Jacoby, 31, of Lebanon, was found guilty of both counts of a May 8, 2011, federal indictment that charges him with being a felon in possession of a firearm and with making false statements in an attempt to acquire a firearm.

On Jan. 15, 2013, Jacoby took out a $50 pawn broker loan at Rawhide Gun and Pawn, 321 W. Commercial, in Lebanon. Jacoby gave a Remington 16-gauge shotgun as collateral. The shotgun belonged to Jacoby’s mother.

On Feb. 1, 2013, Jacoby returned to Rawhide Gun and Pawn to redeem his pawn ticket and retrieve the shotgun. Jacoby completed ATF Form 4473 (Firearms Transaction Record Part I – Over-the-Counter). On the form, Jacoby falsely answered “No” to the question about whether he had a felony conviction: “Have you ever been convicted in any court of a felony, or any other crime, for which the judge could have imprisoned you for more than one year, even if you received a shorter sentence including probation?”

After Jacoby paid $60 to a store employee to repay the loan, the employee informed Jacoby that the National Instant Criminal Background Check System (NICS) showed that he was a felon, and that his request for the return of the shotgun was being denied. The employee also refused to return Jacoby’s loan payment, and said the store would not release the shotgun to another person.

Jacoby then turned over a glass display case, and the employee ordered him to leave the pawn shop. Jacoby exited the shop and got into his car. Jacoby twice rammed the store with his car, striking the employee, a store patron, and another vehicle. Jacoby’s car became disabled, and he fled on foot.

Jacoby was subsequently subdued by Lebanon police officers after a struggle in which he struck an officer. Jacoby was charged in state court with assault, armed criminal action and property damage, and held on a $100,000 bond.

It is illegal for anyone who has been convicted of a felony to be in possession of any firearm or ammunition. Jacoby has two prior felony convictions for assault and prior felony convictions for assaulting a law enforcement officer and resisting arrest.

Under federal statutes, Jacoby is subject to a mandatory minimum sentence of 15 years in federal prison without parole. Jacoby will be sentenced as a career criminal due to his prior felony convictions. A sentencing hearing will be scheduled after the completion of a presentence investigation by the United States Probation Office.

Following the presentation of evidence, the jury in the U.S. District Court in Kansas City, Mo., deliberated for about an hour before returning the guilty verdict to U.S. District Judge Beth Phillips, ending a trial that began Monday, May 12, 2014.

This case is being prosecuted by Assistant U.S. Attorney Gary Milligan. It was investigated by the Bureau of Alcohol, Tobacco, Firearms and Explosives and the Lebanon, Mo., Police Department.

Suspect killed by Springfield Police officers identified

The female suspect who died yesterday at 5431 W. Sunshine during an officer-involved shooting has been identified as Tracy Liniger, 50, of Springfield. Next of kin has been notified, and an autopsy will be conducted tomorrow.
Two males called 911 after being reportedly shot at by Liniger. When officers arrived, Liniger went inside the storage facility office and refused to exit. Upon exiting, she brandished her weapon and pointed it at officers. Officers Jason Bohannon and Marc Stevens of the SPD and Deputy Justin Adamson and Sergeant Robert Pounds of the GCSO fired at the female.
Bohannon and Stevens have been with the SPD for 11 and 13 years, respectively. Adamson has served with the GCSO for three years and had 11 years of law enforcement experience prior to that. Pounds is a 21-year veteran of the GCSO. All four are on paid administrative leave for the duration of the investigations.
